New 2026 Charter Authorizing Requirements

Preparing to Implement Trailer Bill Requirements

California’s 2026 education omnibus budget trailer bill (AB126) introduces significant changes to charter school oversight, accountability, auditing, funding, attendance reporting, and authorizer responsibilities. These changes represent one of the most comprehensive updates to California’s charter oversight framework in years and will affect charter school authorizers, charter schools, auditors, county offices of education, and other education partners.

What Changes are Coming to Charter School Oversight?

The 2026 Trailer Bill strengthens charter school oversight by requiring:

  • More active authorizer oversight
  • Expanded financial audits
  • Earlier compliance deadlines
  • Formal authorizer certification
  • Enhanced enrollment and ADA review
  • Increased fiscal transparency

CCAP is here to help you navigate every step.
