CCAP has three new board members who bring a wide range of expertise in charter school oversight and administration as well as specific focuses on ensuring equity for underserved students. Here are their brief bios; you can read more about them here.
Indra Ciccarelli
Indra Ciccarelli is the director of the Los Angeles County Office of Education’s (LACOE) Charter School Office. Prior to this position, he served as the SELPA (Special Education Local Plan Area) coordinator for LACOE.
During more than 20 years as an educator, Indra has worked in a variety of educational settings, including large public school districts, large and small conversion and start-ups, and dependent and independent charter schools. He also served as the principal of a small private school that specialized in serving students with disabilities.
Another focus of his work is improving high-quality educational opportunities for all students. During the pandemic, Indra worked to ensure equitable access to vaccinations and educational resources while helping lead the County’s COVID support and Accelerated Learning initiative.
Ginese Quann
Ginese Quann is the Executive Director for the El Dorado County Charter SELPA, which provides oversight and support to more than 440 charter schools across the state, to help ensure access to quality special education programs for students with disabilities.
Ginese began her career in 1996 as an English teacher, before moving into charter school administration. She served for 16 years as an administrator in a network of charter schools in San Diego and has participated in state-wide initiatives to strengthen authorization. She also serves on several organizational councils representing charter schools.
As a CCAP board member, Ginese says her goal is to enable charter school authorizers and the charters they oversee to develop meaningful and mutual partnerships with the communities they serve.
Joe Hendrix
Joe Hendrix is the deputy superintendent of the Sutter County Office of Education and is responsible for charter school authorizing and oversight, including guidance and support, program improvement, curriculum and instruction, special education services, student services, and assessment and accountability.
Joe brings two decades of charter and traditional public school experience to the CCAP board, including strong familiarity with small and rural districts. Before joining the Sutter County Office of Education, he served as the superintendent/principal of the Nuestro Elementary School District, as a charter school administrator in Plumas Lake Elementary School District, and as the dropout prevention specialist in the Marysville Joint Unified School District.
All three board members are also the staff leads from their county offices of education for the regional authorizer networking-building project of the new Charter Authorizer Support Initiative (CASI), a state grant-funded partnership of CCAP and Santa Clara County Office of Education.
