Oversight Study

The California Charter Authorizing Professionals (CCAP), in collaboration with the National Network for District Authorizing (NN4DA), is conducting a study of charter school authorizing practices in California. The study aims to document effective authorizing practices, assess the adequacy of fiscal and professional resources to support these practices, evaluate the operational impact of the current oversight funding structure, and provide policy recommendations.

Preliminary findings reveal a strong consensus on essential authorizing functions, significant challenges in the process for funding oversight, and some structurally misaligned disincentives in the current funding model. This preliminary report summarizes the study’s scope, methods, and early observations for improving charter school oversight in California.
