Preparing to Implement Trailer Bill Requirements
California’s 2026 education omnibus budget trailer bill (AB126) introduces significant changes to charter school oversight, accountability, auditing, funding, attendance reporting, and authorizer responsibilities. These changes represent one of the most comprehensive updates to California’s charter oversight framework in years and will affect charter school authorizers, charter schools, auditors, county offices of education, and other education partners.
Some provisions will be implemented over time, while others are expected to take effect immediately. As implementation begins, authorizers and charter schools will need practical guidance to understand new requirements, timelines, documentation expectations, and compliance responsibilities.

Join CCAP This Fall for Local In-Person Trainings
During September and October 2026, CCAP will host a series of local, in-person trainings throughout California focused on implementation of the new trailer bill requirements.
These sessions are primarily designed for:
- Charter school authorizing staff — both school district and county office
- Charter school authorizing board members — both district and county
But we welcome interested non-authorizer partners, including:
- Charter school leaders, governing board members, CMOs
- Auditors
- Consultants, back office providers, and other education partners
Participants will leave with practical tools, implementation strategies, and a clearer understanding of what the new law means for day-to-day oversight.
