Most California charter schools received a two-year extension on their terms under Assembly Bill (AB) 130, the TK-12 Public Education Omnibus Trailer bill, signed by Governor Newsom earlier this month. The bill also extends the moratorium on the establishment of new nonclassroom-based charter schools for three years, until January 1, 2025.

Legislators approved the renewal process because state assessments were on hold during the pandemic and charter renewals are based, in part, on two years of assessment results on the California School Dashboard.

This has created a unique, two-year window of opportunity for CCAP to collaborate with school district and county office of education authorizers to implement new strategies for strengthening charter school authorizing and oversight — and to work with their authorized charter schools on challenges like academic performance measures and COVID recovery.

They include statutory requirements, best practices, templates, and resources to organize oversight activities. Extensive authorizer training using the Toolkits will begin this fall, and more Toolkits will be coming.
