California’s English Learner Students

Between 74 and 85 percent of California’s English learners students live in poverty. Beyond that, they are diverse group with different needs depending on grade level, language spoken at home, standardized test scores, and other factors. Their diversity makes it challenging for policymakers to establish regulations and determine funding levels. This report concludes that better longitudinal student data are necessary so policymakers can better understand “the impact their decisions will have on EL students’ long-term success.”
