What can and should authorizers do when charter schools are not – or cannot – provide legally-mandated services for students with disabilities and English learner students (ELs). This presentation by the Tri-State Alliance* uses different scenarios and recommendations to generate a discussion about when authorizers need to step in and what actions they can take to ensure that their charters comply with federal and state laws on educating ELs and students with special needs.

* The Tri-State Alliance, founded by the California Charter Authorizing Professionals, the Colorado Association of Charter School Authorizers, and Florida Association of Charter School Authorizers, completed its work in 2022. The three state organizations have expanded its work nationwide through a new federally funded project, the National Network for District Authorizing (NN4DA).
