Renewing Our Promise: Research and Recommendations to Support California’s Long-Term English Learners
A follow-up to Californians Together 2010 publication Reparable Harm: Fulfilling the Unkept Promise of Educational Opportunity for California’s Long-Term English Learners that called attention to the unmet needs of Long Term English Learners (LTELs) and influenced legislation to support them. In Renewing Our Promise, the authors applaud those policy changes, but warn that they have not done enough to significantly reduce the number of LTELs or students in danger of becoming LTELs. It summarizes new research on LTELs, offers new policy recommendations and provides examples of successful strategies for serving these students.
